WHAT IS ARMY EMERGENCY RELIEF?

AER is a private nonprofit organization that was incorporated in 1942 by the Secretary of War and the Army Chief of Staff.  The mission of AER is to provide emergency financial assistance to soldiers.

WHO DOES AER HELP?

Active duty soldiers, single or married, and their eligible family members.

ARNG and USAR soldiers on active duty for more than 30 consecutive days and their eligible family members.

Soldiers retired from active duty for longevity or physical disability, and their eligible family members

ARNG and USAR soldiers who retired at age 60, and their eligible family members.

Surviving spouses and orphans of soldiers who died while on active duty or after they retired

WHAT CAN AER DO?

Help with emergency financial needs for:

·        Food
·        Rent/mortgage payment
·        Clothing
·        Utilities
·        Emergency transportation & vehicle repair
·        Funeral expenses
·        Medical/dental expenses
·        Personal needs when pay is delayed or stolen

 Give undergraduate-level education scholarships, based primarily on financial need, to children of soldiers

                                   

WHAT CAN’T AER DO?

 

WHAT KIND OF ASSISTANCE CAN BE EXPECTED

ü       An interest-free loan

ü       A grant (an outright gift of funds) if repayment of loan will

      cause undue hardship

ü       Or, part loan and part grant

Substantiating documents (car repair estimate, rental agreement, utility bill, etc.)

Active Duty Personnel in the ranks from Private to Sergeant First Class, Warrant Officers 1 and 2, and Lieutenants will need the Company Commander’s or First Sergeant’s endorsement on the top of page 2, blocks 14a through e.  Senior personnel in the ranks Master Sergeant and above, Chief Warrant Officer 3 and above and Captain and above no longer need the Company Commander’s or First Sergeant’s approval on AER Form 700, Blocks 14a-d.  These senior personnel would just bring the form directly to the AER Section.  The applicants would still need to fill out both the AER Form 700 and accompanying AER budget form for full consideration of AER support.  This is a change in policy effective August 2011.

For your convenience, here is a MS Excel (.xls) version of the AER Budget Worksheet. The AER Budget Worksheet must be filled out, signed, and submitted with the AER Form 700. The purpose of this courtesy MS Excel spreadsheet is to assist in assembling information, properly adding the columns and data and displaying a current snap-shot of the applicant's current financial situation. AER Form 700 Budget Spreadsheet for analysis

New! The Commander’s Referral ( CR) Program.  A Commander or First Sergeant may authorize up to $1,500.00 for a loan that must be paid back in 15 months or less or before ETS.  Only the soldier may receive the loan and the loan must be executed at an AER section.  Use AER Form 600.  The Commander or First Sergeant must fill out and sign Blocks 10 a-f.  No budget form is needed.  A soldier can have only one CR loan at a time for a total of two in any 12-month period.  The total assistance for a soldier with a current AER loan and the CR loan may not exceed $2,500 total.  Other restrictions may apply, so please consult your local AER section.  Fill out AER Form 600 - you can download this editable .pdf here:

CAN A SPOUSE GET AER ASSISTANCE?

YES.  Spouse will need to provide

o       Power of Attorney

o       Military ID Card

o       Substantiating documents of need

 

IS THERE A DOLLAR LIMIT ON AER?

NO.  AER assistance will meet the emergency need

 DOES AER GET MONEY FROM THE GOV’T?

NO.  AER does not receive any appropriated or non-appropriated government money.

 HOW DOES AER GET ITS FUNDS?

·        Voluntary contributions from active & retired soldiers & Army civilians.

·        Repayment of AER interest-free loans.

·        Investment income

·        Unsolicited contribution

HOW TO GET AER WHEN NEEDED

    - First, see your unit commander

    - Then, go to your AER Section

        - If there is no AER Section, to any of the following:

·        American Red Cross 1-877-272-7337

·        Air Force Aid Society Section

·        Navy-Marine Corps Relief Society Auxiliary
